Agoura Hills runs its own building and safety inspections and schedules them directly.
Thousand Oaks, Westlake Village and Newbury Park, CA
Thousand Oaks is Ventura County, not Los Angeles County. Different building department, different fee schedule, different inspector culture. The City of Thousand Oaks Building Division handles residential permits directly. Westlake Village straddles the county line in a way that confuses even locals, so confirm your parcel before anyone submits.
The unincorporated pockets
Santa Rosa Valley, parts of the Santa Monica Mountains, and various canyon parcels are unincorporated. Those go through LA County Building and Safety or the Ventura County equivalent depending on which side of the line you sit. Add weeks, not days.
Statewide, every permitted bathroom is also subject to California Title 24 energy standards, which govern lighting efficacy and mechanical ventilation. Recessed lighting has to hit efficacy requirements, and your exhaust fan needs to move real air and be controlled correctly. Inspectors here check it.
Fixture flow rates get checked too. California limits showerhead flow more aggressively than the federal standard, which matters if you were planning multiple shower heads. The EPA WaterSense program is the useful reference for what qualifies.
Premium materials that survive a decade, and the ones that just photograph well

- Walk-in showers and custom showers. Curbless entry is the single best luxury upgrade available, and it doubles as accessibility. It requires the shower pan to be set into the framing, so it has to be decided at design, not later.
- Brizo plumbing fixtures and similar specification lines. Real quality difference in cartridge and finish durability. Digital displays for fixtures and thermostatic valves are genuinely nice and genuinely a service consideration in ten years.
- Freestanding solid-surface tub versus deep whirlpool tubs. Freestanding wins on looks and loses on ergonomics. Whirlpool tubs need access panels and a motor that will eventually need service. Plan the access now.
- Soft-close pocket door. Small detail, disproportionate effect in a tight master bathroom. Needs wall depth resolved during framing.
- Custom motorized window treatment. Requires power in the header. Decide before drywall or you are cutting into finished work. Layout beats every one of these. Transparent communication is easy to promise on a sales call and hard to fake on a Tuesday afternoon in someone's hallway. Get at least three bids with the same scope. Competitive pricing only means something when everyone is quoting the same job. A low number usually means a smaller scope, not a better deal.
